If God had provided only the forgiveness of sins without the washing away of sins, although they might have been forgiven, their stain, the reproachful reminder of our sins would still remain. Forgiveness is simply a legal procedure, whereas washing is an actual clearance. Concerning Gods righteous law, our sins need to be forgiven.
